But India had two riders, too. BTW, the carrier in HB had 2000 troops.
I think the 3000 number comes from ML, and both Europe and Australia
were bigger ships.

The Fleet was the result of the merger between Earth defense forces
and the merchanter militia. Mazian was a militia captain. Of course,
he could have been a non-merchanter in the merchanter militia, but
I think he would have been UDC in this case.

Six left Pell at the end of DS, India was two riders short. There should
have been four lonely riders insystem unless they were killed without
mentioning it. India was probably lost with all hands in RR, and Australia
lost some or all troops in ML.

But Cyteen mentioned new trade relations with earth, and fifty years 
should be sufficent to explain this change.
The main reason for including Earth was to provide a third biomass
source to make a biomass monopoly by a single player less likely.

We don't have that much knowledge about the compact economy, and if
every player gets a race it would be really unbalanced. A Compact
game could be more a single-ship game, Hani merchanters competing
for trade routes, not players ruling stations.
